About Stuart
Stuart is a Co-Administrative Partner of Wells, Jaworski & Liebman, LLP. He previously served as its Managing Partner, a position he held for nearly 30 years. Stuart joined the firm as a partner in 1990 merging his successful practice into the growing firm.
In addition to Zoning and Land Use law, Stuart actively practices in the Real Estate, Business, and Commercial areas, handling complex transactions. Specifically, he has represented many clients in land use development application hearings before Zoning and Planning Boards throughout the state, as well as all county and state agencies. Stuart also sits on the other side of the table as a former member of the NJDOT Highway Access Code Advisory Group and is a member of the New Jersey Federation of Planning Officials. He also serves as counsel to municipal zoning and planning boards. Stuart enjoys an AV (highest possible) Peer Review Rating from Martindale Hubbell and has been recognized by New Jersey Super Lawyers and Bergen County’s 201 Magazine’s Best Lawyers.
Stuart is admitted to practice before the New Jersey State Bar and the United States District Court of the District of New Jersey. He is a member of the Bergen County Bar Association, where he served as Past Chairman of its Land Use Law Committee, as well as the New Jersey Bar Association.
Before entering private practice Stuart served as a law clerk to the late Honorable James T. Murphy, J.S.C., Law Division, and Superior Court of New Jersey.
Stuart is a member of the Paramus, New Jersey Rotary Club and a member of The President’s Council of The Valley Hospital. He previously served as President of the Board of Directors of ArtsPower and is a past-president of Temple Beth Sholom in Fair Lawn, Stuart is active in the University of Maryland and Western New England’s Alumni Associations. A frequent speaker, Stuart has also presented at the School of Architecture, Planning and Preservation at University of Maryland (College Park) on the subject of careers in real estate development.
